Effie O'Neal Ellis was born in Hawkinsville, Georgia, and earned her undergraduate degree in biology and chemistry from Spelman College in 1933, followed by a master's degree in biology from Atlanta University. She went on to attend the University of Illinois College of Medicine, graduating with honours, fifth in her class, in 1950, a striking achievement for a Black woman in American medicine at the time.
After a grant-funded period studying diseases and parasites in Puerto Rico that deepened her commitment to healthcare access across socioeconomic lines, Ellis completed a pediatric residency at Massachusetts General Hospital and went on to build a career focused specifically on improving child and maternal health outcomes in underserved Black communities, particularly in Chicago, where her work contributed to measurably lowering infant mortality rates.
In 1970, Ellis became the first African American woman to hold an administrative position on the staff of the American Medical Association, a milestone in an institution that had a long history of excluding Black physicians. She used the platform to advocate nationally for maternal and child health education, and in 1989 was inducted into the Chicago Women's Hall of Fame in recognition of her decades of work improving healthcare outcomes for Chicago's Black community.
